If that policy were in place, yes. It should be at the discretion of the officer.

So in other words no requirement that there be a threat to the life or safety of the officer or anyone around? Anything but complete and total compliance is reason to kill?

That’s why I said it should be at the officer’s discretion. I don’t know of any reason for an innocent person to flee when being questioned by a police officer. If they do, they made the decision themselves to put their life on the line. And absolutely there should be total compliance with the police. I think it is a great idea for officers to wear body cams.
I don’t know if Mr. Scott had any other legal issues besides being years delinquent on child support, but I would bet there is a rap sheet on him. He had to be afraid of something or he wouldn’t have run.
