So, what is the law? Please provide chapter and verse as opposed to prosecutorial discrestion.

As this simple peasant understands it, "prosecutorial discretion" is where they don't charge Hillary Clinton for her serious multiple felonies involving her email server.

Because she's one of The Managers.

How can you run a tight Managerial State if'n yer allwus indictin' the Managers?

31 U.S.C. Sec. 5324. Up to 5 years in prison per count. 10 years if you get them mad. (Of course, the statutory penalties are meaningless, judges use the judicially mandated sentencing guidelines, not the statutes enacted by Congress and signed by the President in determining the actual sentence.) I’m not going to bother to look up the sentencing guidelines tonight.
