I’m trying to figure this one out. A nation within the naition would require sovereign states to reconfigure their borders and citizens would be forced to either give up their land or be forced to give up their US citizenship for this new nation they did not vote nor ratify.
This is blatently unconstitutional and will lead to open revolt. Talk about taxation without representation!

I'm not sure that's what they're talking about.
To me, this is Tammany Hall politics updated for the 21st Century. The "Nation within a nation" refers to dedicated enclaves for the illegals, much like the Chinatowns or Little Italys of the 19th and 20th Centuries.
The "New Americans" will be placed into these "Receiving Communities," where they will be isolated, provided food, shelter and health care but not encouraged (let alone compelled) to assimilate into the larger American culture.
The result is total dependency upon the "Receiving Community" and the Government under which it's organized. Just as with Tammany Hall, the "New Americans" will be told who to go vote for, being made aware of the significant consequences for failure to do so.
