Local governments are notoriously lax on enforcement of their Municipal Codes.
Maybe where your live (or have lived), but I've been in the same town (Greece, NY) for 50 years and I have no complaints.
Over the decades, I've called code enforcement for a variety of issues and they've always responded quickly and efficiently.
The town has been honored as an All American town (or something to that effect) many times, and "taking care of business" is one of the reasons why. A good police force helps too.

Greece NY, 94.6% White! Sounds like a real haven for illegal immigrants. Not very hard to get along with a populace who shares the same values.
