So is past posting based on capabilities that didn't exist at the time. Can't see 'civilians' from 20k+. If you are involved in the 'war industry' you are a legitimate target. Bombing accuracy in WWII was poor when compared to today. The tactics helped overcome it somewhat and allow it to be effective.
