The dark green area just north of the large red area must correspond to the UC campus. I lived in Berkeley more than 30 years ago and areas south and west of the campus always seemed dangerous (not that the campus was completely safe--a woman was murdered walking through a wooded part of the campus at night during the time I lived there). I was there for a few hours in Dec. 2013 and everything looked dirtier than I remembered it.

The Berkeley/Oakland hills, on the other hand, were pretty safe I think, and had spectacular views. Of course there was always the danger of a major fire that would burn a lot of houses.
