Sorry, but the statement is incoherent.
“Cops are too quick on the trigger...” is a clear identification of culpability - alleging an error in judgment that leads to the premature application of deadly force.
“...regardless of whose fault it is” (coupled with the first part of the sentence) says that even if the person shot instigated the incident and is wholly at fault, the cops are still at fault.
I have not expressed an opinion on this specific incident, not having enough information to take on a well-informed stance. Casting aspersions on my motivations does not alter the flaws in your expressed argument, FRiend.
