I still cannot believe that they have not started fires everywhere. They wouldn’t even have to risk their lives to do that.

My hunch is that they are amassing a bunch of cells to do some coordinated and concerted, wide-spread attacks that will make the 911 death toll pale in comparison. They want to do spectacular damage and a bunch of minor "pranks" won't do the job.
