Actually, it didn't. In 1961, the citizenship laws specified that, if born out of the country, at least one parent had to be an American citizen AND have lived at least ten years in the USA -- at least five of them after the age of 14.
Stanley Ann Dunham was only 18 at the time of Obama's birth, thus she could not confer her citizenship to him -- if he was born outside the country. If he was born in Hawaii, however, the question is moot.
Cruz mother was an American citizen and he was born in Canada. But he is STILL a citizen by birth and a n a tubal born citizen.
Cruz, of course, was born outside the country. But his mother was 34 at the time of Ted's birth and, thus, could legitimately confer her citizenship on him.
