With all respect, the Scripture you quote does not yield the outcome you would like. God's OT solution to the problem of the ungovernable youth is his death, with the sentence given by the elders, and the execution by all the men of the city.

The taxpayers are responsible to deal with the rebellious son. If they won't obey God and execute him, then they must take care of him otherwise. Sounds a bit rough, but that's the OT Scriptural way.

Looking into the NT text, one finds the parable of two sons, one of whom is a prodigal. His father gives him his share of the estate. After blowing it all, he winds up eating slops just to stay alive. No one feeds him freely, when he is not willing to work, not father, and not the public. That's the NT solution (Lk. 15:17).

Don’t we want the same ‘outcome’ (re your first sentence)

I want policies in place that will guarantee (not apply a bandaid) the ‘outcome’ that young black males currently walking the earth become the financial responsibility of the parents, not the TAXPAYER!

Then, hopefully around mid century, long after I’m gone, our kids and grandchildren will not be threatened by them as they are now.
