Nope. We have reform schools for children uncontrollable by the parents. There is one about a mile from me. One of its teachers was my neighbor a few years ago, and we had some interesting chats on his role in the system.

Howevr, your proposition is unworkable, and also unScriptural, IMHO. If you want to check Ezekiel 18 out:

That point is that I want to switch "financial responsibility" for all these fatherless (bastard) kids OFF THE TAXPAYER and onto the mother and father that are quilty of breeding the kid knowing full well in the instant moment of copulation that they could not provide for him/her in the first place.
