The mom or dad then should not get off scot free of dumping their punk on the taxpayer. Accordingly, as long as that kid is in the system, they should have to pay dollars each month sort of like “child support”

Nope. We have reform schools for children uncontrollable by the parents. There is one about a mile from me. One of its teachers was my neighbor a few years ago, and we had some interesting chats on his role in the system.

Howevr, your proposition is unworkable, and also unScriptural, IMHO. If you want to check Ezekiel 18 out:

"The soul that sinneth, it shall die. The son shall not bear the iniquity of the father, neither shall the father bear the iniquity of the son: the righteousness of the righteous shall be upon him, and the wickedness of the wicked shall be upon him" (Ezek. 18:20 AV).

Deuteronomy 21:18-21 "If any man has a stubborn and rebellious son who will not obey his father or his mother, and when they chastise him, he will not even listen to them, then his father and mother shall seize him, and bring him out to the elders of his city at the gateway of his hometown. "They shall say to the elders of his city, 'This son of ours is stubborn and rebellious, he will not obey us, he is a glutton and a drunkard.' "Then all the men of his city shall stone him to death; so you shall remove the evil from your midst, and all Israel will hear of it and fear. Sir, I think where you and I may be shouting at each other across the Rubicon is on one point. That point is that I want to switch "financial responsibility" for all these fatherless (bastard) kids OFF THE TAXPAYER and onto the mother and father that are quilty of breeding the kid knowing full well in the instant moment of copulation that they could not provide for him/her in the first place. Notwithstanding the financial responsibility part, and given your admirable interest in biblical teachings, I will wholeheartedly endorse Deuteronomy's ancient principal on the subject as quoted above. Hey, the Bible wins again!
