I see this in my industry quite often. Government is required to solicit multiple bids, but if they word the requirements just right such that only one vendor has a product that matches their specific requirements...

I just reviewed a contract that listed requirements for a piece of equipment that had one company’s proprietary naming for the modes of operation. The reason for the review was that the initial purchase was such a dismal failure. None of the equipment worked as advertised and the contract is being rebid.

Same here, and now pretty common in all Risk Management Contingency Planning SOP's. Probably some regulatory driver dictated it.
