It's not just deportation policy. As I described in a recent feature, Obama has effectively modified or refused to enforce key provisions of laws ranging from the Affordable Care Act to No Child Left Behind. He really has expanded the scope of executive power in some novel ways.
So at a moment when many liberals are cheering Obama for taking action on deportation policy, it's worth considering how future Republican presidents could use these precedents to their own ends. Several commentators have been floating various possibilities about how the GOP could take advantage of those powers in ways Democrats would surely hate. "What if a Republican president announced that he would stop enforcing the payment of estate taxes? Or suspend enforcement of regulations on industrial pollution?" wrote Jonathan Chait.

Won’t happen! Republican presidents are always trying to find ways to “work across the aisle”, even if the voters who put them into office want them to do otherwise! They wouldn’t take such a unilateral action even when they should because the Democrats and the media would destroy them for it!

actually if GOP does this, they would be within legal authority to do this because most of the laws passed by Congress were unconstitutional anyway

1. Iraq and Syria refugees, in, say Turkey: How limited is Obama's power in signing any immigrant or refugee executive order?
2. For instance, does Obama technically have the legal power to sign an executive order tomorrow---just a few days after he signed his present illegal immigration executive order---where he grants temporary amnesty to 2,000,000 to 5,000,000 Iraqi and Syrian refugees, and nobody can do anything about it?
3. Africa refugees: Tomorrow, can Obama legally grant immediate amnesty to 2,000,000 to 5,000,000 Ebola refugees from Africa, and, again, nobody can do anything about it?
4. In summary, does Obama and his clever lawyers have us by the throat when it comes to Obama's claim that he has unlimited legal power to sign executive orders wherever and whenever he pleases, and nobody can stop him, not Congress, not the courts?
5. Pardon for 5,000,000 illegals: Just before Obama leaves office in two years, can Obama legally pardon 5,000,000 illegals with an executive order?
6. Has the use of unlimited executive order power intoxicated Obama so much that he has become completely mad? God help us.
Whigs won’t do *&!%. Whigs have shown, and continue to show, that they are unfit to govern. They are best suited to be chihuahuas - always barking, but never doing anything.
The next Whig resident will be passive and agreeable to the Communist agenda. He will be Bush-like (not only in personality, but maybe even name) and withstand constant attacks without firing back. If he is lucky (or unlucky) to have Congress on his side, nothing will get done for fear of offending their “good friends across the aisle”.
Why am I so pessimistic? We just selected people to change course, and what do they do - NOTHING but bark.
cancel all funding to PBS! Ban Big Bird! Ban all Federal Unions! set IRS goons after the NYT and NBC. Toss out the UN from New York! Build the Wall between Mexico Cartel Land and the USA. A Special Tax on rich Democrats who gave to Obama to pay for the wall.
Make abortion illegal, dismantle the IRS, suspend welfare, food stamps, eliminated federally subsidized housing, that’s a start

Department of Health and Human Services (other than Medicare), including all Obamacare funding - $757B - make it zero
Department of Agriculture - $154B - make it zero
Department of Labor - $102B - make it zero
Department of Education - $72B - make it zero
Department of Housing and Urban Development - $46B - make it zero
Department of State (other than their $15B in appropriate functions) - $45B - make it zero
Department of Energy (other than their nuclear responsibilities) - $25B - make it zero
Environmental Protection Agency - $9B - make it zero
Small Business Administration - $1.4B - make it zero
Corporation for National and Community Service - $1.1B - make it zero
Thats $1.21T, even before we start cutting pork and waste in departments that have a purpose.
Id add in a hiring bottleneck in those bloated departments that are retained. They can hire - one new full time for every three full time employees who leave (or part-time equivalents), with individual hires beyond that level requiring cabinet-level approval. The only exceptions to the hiring restrictions would be active duty military and other categories that are unambiguously federal responsibilities.
After four years of FedGov shrinkage, we would have quite a breathing space before even the most wasteful big government liberal (whether RINO or Democrat) could get FedGov back up to its current level of bloat. If the President wanted to be more gentle in the cuts, he could put in an absolute hiring freeze in the areas slated for elimination and let them shrink through attrition, with a 3:1 hiring bottleneck in other departments. With the attrition strategy, there wouldnt even be any identifiable economic disruption in the cuts, just growth because of reduced FedGov drag on the economy.
What to do with the money saved? Balance the budget with half the savings, pay down the national debt with half of the remaining savings, and refund the other half to taxpayers in proportion to the amount paid in (basically a 20% return of all personal income taxes paid in, no caps, no phase-out, no earned income tax credit). The next year, again balance the budget, pay down the debt with half of the surplus, and refund the other half to the people. After four years of a reduced tax burden, raising taxes to the nominal legislated level will be quite unpopular, even if its a bipartisan RINO/Democrat effort.
Wanna make liberal heads explode?
Issue an executive order banning every gun law passed since the 1930’s.

Make sure the poor have enough EBT funds so they can buy a bit of food and plenty of booze, cigarettes and lottery tickets so they don't revolt.
