CONgress could very easily fix the problem with Employers Employing ILLEGAL ALIENS:

Any and ALL Quarterly Payroll Tax Forms that contain a “no match” SS# Shall be Disallowed. THE ENTIRE RETURN. All Payroll Tax Forms that contain a ‘no Match” SS# Shall be evidence of TAX FRAUD.

Could you imagine being an employer with 5 Illegal Aliens and 100 employees. The Entire amount of Salary paid is NO LONGER DEDUCTIBLE.
