I’m missing something. How can the mayor’s attorneys, or anyone else, issue subpoenas outside of a legal process, such as an investigation or a trial on specified charges?

It is a civil case, five pastors are suing the mayor and her administration over the executive order to allow trannies to use whatever public restroom they like. They gathered signature to petition for the order to be overturned and the mayor’s people discredited thousands of signatures as not valid for all sorts of bogus reasons and so the ministers sued. I don’t know the details of the case but the mayor turned vindictive and is going after the ministers for using their churches for political purposes. ...or something like that. If she finds anything that she can label hate speech, she will use that as well. It is a fishing expedition.

My word....they are democrats....the legal process don’t apply the them...

So you were missing nothing....
