For that matter I don’t even know if such crippled virus particles would act as an infectious agent or more like a weakened virus (think live polio or rabies) vaccination.

Ebola is only infectious when the proteins are present. The RNA alone cannot cause infection, because the body destroys it immediately through the innate immune system. I am not certain that our RNA polymerases could even work on viral RNA... the virus carries its own polymerase within the viral particle.
