I vote for “just plain evil”
It is not above the powers that be to have vaccines for the elite and for useful pawns, but not for me and thee. If you parade an inoculated pawn in the hot zone, to deceive folks into thinking all is safe - you can kill a lot of us non-essentials off in a bigger hurry.
