He may be hiding it from America in large parting in this, but it has been abundantly clear from the get go. He means for Americas’s position, power, influence, capabilities, moral position, and ability to make a difference with its traditional values position to be as absolutely reduced and negated as possible, both at home and abroad.
If his inaction, dithering, failures to stand or lead has that impact, then that is precisely what he will do as long as he can possibly do o.

He doesn’t want to lose popularity with the American people, but first things first, and he does have the objectives you name. He figures on living large in the USA and regaining popularity a la Clinton, or, equally acceptable, living large in exile. No big. He will live large either way.
