So the question is, would forces be utilized to maintain such vigilance to make the attempt “to” defend against such threat(s)???
I believe I have serious doubts about that even being discussed much less studied to see if the threat could be thwarted??? Not sure the level or intensity of our efforts be sustainable...

As a starter, anybody who ever flies the Black Flag of Jihad should be put into a category worse than Nazis, at least as bad as Nazi Einsatzgruppen killers.
Piracy was suppressed only when the British began chasing down and hanging every pirate that they could lay hands upon. Muslim fanatics will be harder to suppress since they are not only motivated by the prospect of looting. They are worse than merely greedy pirates. But the same measure must be applied: shoot or hang every one of them.
And as a start, the Black Flag of Jihad must be seen as worse than the Nazi Swastika in terms of the hell that it represents. After WW2, most Nazis put away their uniforms and returned to normal life. Jihadists won’t. They must be put down like rabid wolves.

Decentralization on a wide scale is the best bet. When power generation, water delivery, and other vital services are concentrated they are much more vulnerable to severe disruption.
The old PBS series ‘Connections’ did a great job of illustrating how the technologies that we embrace can also make us vulnerable. If we want to defend ourselves against terrorism we will have to disperse our essential services.
