I’m current LEO and firearms instructor and I’m afraid you’re right. There are a few that I want nowhere near me If lethal force is in play.

Neither Tianga and Manekas hit Distefano, although "multiple" mobile homes and cars had been hit.

Looks like a case of "spray & pray".

And how did the neighbors feel about their level of proficiency? Be funny if it wasn't so scary.

Granted I wasn't there to witness this, so my perspective may well be off, but as written this smells pretty bad. "multiple" mobile homes and cars had been hit" sounds like Manekas, considering he was not getting any return fire, was shooting where ROE would have suggested he not do so. I'm sorta picturing Barney Fife here.
