The military ones were federal, to quibble, but yes, case law is, as I understand it, essentially local. Saw a great pic of one at what is now Fort Riley, KS, at a WWI lecture last month. This one:

The thing really should have been called the Kansas Flu but they didn't know that at the time and the Spanish Flu sounds more sinister. Swine flu sounds cool too, bird flu, not so much.

Not a quibble. The feds are authorized on military reservations.. Even us rubes out here in fly over country know that.

And we aren't Constitutional lawyers. We can just read. ;)

Central government can only make this worse. Locals will have to deal with the reality.
