What this is headed towards is procreation. The state wants to control procreation.

If by controlling procreation you mean enforced abortion, I think you're spot on. All governments grow and accumulate power. What greater power can their be than the power over the life and death of your subjects. The State, having destroyed religion and religious beliefs, wants to become God.

Government control over procreation besides enforced abortion would include enforced birth control of those who fail the government test (like driving certifications) DNA testing, sterilization of those deemed unfit, population control, and eventually, having it all done in a test tube.
