How do you define what they are?

Essentially “Exigent Circumstances” is whenever we want.

Years ago, I discovered that Louisiana has something called a "general speed law."

That's what the cop mumbled as he wrote me a speeding ticket for driving 5 mph UNDER the speed limit.
