You are correct, but a quick look at that list shows that most of the recipients are highly unlikely to either use the missiles against us or our allies, or allow the weapons to be used by terror groups. Norway, Great Britain, and Israel for example are in a quite different situation than Iraq.

The examples in the article you linked to of where the US did provide Stingers to less trustworthy nations or groups show that doing so is a bad idea. Providing Iraq with Stingers was a really bad idea in my opinion, and calls into question the quality of thinking and planning being done by the current administration.
