If the documents were numbered this way, then there’s no way Obama could have a higher number than the Nordykes, unless he wasn’t born in the hospital where they were born or he wasn’t born when he claims he was born.
All 'someone' had to do on the day Virginia's death notice appeared on the 8th of August, was replace her birth data from the Wahiawa Hospital with a fake document for zero.
It's out of sequence because the perpetrator/s assumed she was born at Kapiolani because she died there.
The fake data was entered as a Kapiolani birth. Had it been entered with the batch from Wahiawa, it wouldn't be out of sequence.
And yes, that indicates the unidentified child was born before Virginia's death notice appeared, and probably wasn't even in Hawaii. IMO, that document switch required an accomplice with access to where-ever the documents were kept before they were recorded and stamped.
