It`s already in the U.S. Constitution:
viz:

Section 3.
“”The Congress shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States;
and nothing in this Constitution shall be so construed as to Prejudice any Claims of the United States, or of any particular State.”

‘territory “ = “land” defined by Webster`s Dictionary, 1887

property = anything other than land

“nothing shall be construed as to prejudice any claims of ..any particular state.”

Articles of Confederation, Article VI, clause 1 All engagements entered into before the adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation. In Article IX "... no State shall be deprived of territory for the benefit of the United States."
