In this case it is the various State National Guards and came from their budgets unless other funding sources were used (Fed) which would be a case-by-case basis for what is called 'leveling' where the Fed imposes itself upon the States and determines what type of Guard unit can be within its borders (infantry, aviation, artillery, logistics, etc.).
