Did the money for the helicopters come from the state budgets? Were they the property of the state governments?

Yup. All Class VII equipment falls under the acquisition of the hosting agency. In this case it is the various State National Guards and came from their budgets unless other funding sources were used (Fed) which would be a case-by-case basis for what is called 'leveling' where the Fed imposes itself upon the States and determines what type of Guard unit can be within its borders (infantry, aviation, artillery, logistics, etc.).

Well i think you have far more tahn enough to charge him with felony theft of (state) government property, surely more than a drink refill...: )
