Well I think the mentality of any agency of the U.S Government, State or otherwise is “We are the Government and you will comply” So in that regards I believe they wouldn’t have had to seek any further justification, particularly the Federal agencies. After all every single one of them have immunity while carrying out enforcement duties.
At the political level, the stakes go up but only politically. At the foot soldier level they just see somebody flouting the law. Most would shoot at civilians without any hesitation because their own life and limb are on the line.
I believe it’s just that mentality in my first paragraph that caused the situation, and it was called off because of reasons explained in the second paragraph.
I see no conspiracy. It doesn’t make sense because the government doesn’t have to conspire to enforce it’s laws.

Do you, personally, know or have directly worked with any mid level or higher folks in the Dept of Interior or DHS?
I do and know from personal interaction that conspiracies like what are being mentioned are very real, and ongoing.
Just like the unspoken push to drive Americans off as many of the public lands as they can, this one is not just happenstance, but is by design.
