It’s a bit more subtle than a mere fear of angry citizens.
It’s the recognition that your employer regards you, personally, as no more significant that toilet paper, something to be rubbed in poop, and flushed away without a second thought.
Loyalty is a two-way street, how loyal will these guys be next time? How eager will their colleagues nation-wide be to be the ones hung out to dry?

Somehow, I doubt the JBTs think about it at that level. They’re too busy having fun beating people up and getting away with it.
