First, learn the principle of 'Casting the First Stone'.

Secondly, that is a judiciary matter - In no case can one just pick up a rock and start stoning someone. There is due process. So that law is above my pay grade. As it concerns !ME!, until someone is found guilty and sentenced, I have no right to pick up the stone.
