Each State has a few prefix codes for SSNs they can issue.
CT prefixes include ‘042’ as in Obamas STOLEN SSN #042-68-4425

But then mysteriously in 2009 or 2011 (can’t remember which), the SS law was changed for no apparent reason to RANDOMIZE those prefix codes among states.
Obama has no connection to CT so why was he ‘issued’ that SSN?
I understand that, but how was an SSN for a foreign student different from any other SSN issued in CT, for example? Was there a special prefix for a foreign student or any other non-citizen? Green card holders can get SSNs.
