in 18 USC § 2339C - Prohibitions against the financing of terrorism... which is relevant because Fast & Furious seems to qualify (NSA's PRISM also might), and it is reasonable to believe providing funds to the federal government will fund these sorts of operations precisely because there has been no real [adverse] consequence to those who were involved to the operation.
