It's clearly an attempt at satire, but its not funny and it doesn't really seem to have a point.

Without hitting those two criteria, it's inappropriate to call it satire, so I don't know what the hell it is.

Reading about his background, it may be an attempt at satire, but he clearly believes whites are evil and should be eliminated. Imagine a world without white people. Haiti comes to mind.
