You don't specify which offer.
If it's the attached Obamacare provision, the House hasn't changed its position.
One thing that is a certainty: John Boehner is no Ted Cruz. “Cowardly Elephant” is a perfect description for Boehner. His predecessor was Bert Lahr as the Cowardly Lion in the “Wizard of Oz.”
