This is correct and why troops will be ordered not to fire on the city mobs. Those mobs need to fan out to the suburbs to maintain the state of emergency. In many respects, the mobs are co-belligerents with the administration, the enemies within the gates.

Exactly. They don’t need mass killings up front. That’ll resolve itself naturally in time.
