Ann was reportedly very intelligent. IMO, she would have known the difference between race and nationality.
The employees in vital statistics are trained to use specific terms. I’ve worked in government offices that follow guidelines from higher ups.
It is so frustrating to read these posts where folks go so far out on a limb trying to find ways to make me think this BC situation is normal. Any idiot can see it is not. This insults my intelligence.

No doubt about it. And a Hawaiian judge recently pointed out (http://www.hawaiifreepress.com/ArticlesMain/tabid/56/ID/2544/Hawaii-lawsuit-challenges-use-of-racial-identification-on-birth-certificates.aspx) “that the race printed on a Hawaiian birth certificate is self-reported by the childs parents and that the Department of Health performs no verification of its accuracy.”
The “guidelines from higher ups” were followed. They provide for the father’s race to be recorded just as he states it.
Perhaps you could avoid having your intelligence insulted by doing a little fact-checking.
