The meaning was that in states that might secede, they are carrying along large numbers of “loyalists”. In a state standing alone or in small numbers as a group would have a hard enough time neutralizing the internal enemies they bring with them by seceding. I would rather repeat the revolution, reestablish the Consitution and give our modern loyalists the opportunity to leave with whatever they can carry or be put out by force.
