Arpaio has concluded (correctly, IMO) that only Congress can go after POTUS Barry for criminal forgery of his BC and the impeachment that would result, and not a DA.

That is the problem. If Obama gained his position through fraud, then the enforcement is no longer impeachment. Obama was never legally qualified to be POTUS. The enforcement then would be indictment and then arrest.
