I understand that and possible wrote that badly.

On this Hawaiian BC the penciled code is “3” and for the Federal instructions that means “Indian (includes American and Alaska Indians)”, but as I understand it the parents are not “Indian” but part Asian/part Hawaiian.

So did the Hawaiian codes for race not match the Federal codes?

So you are saying that if Obama was born and they were using the 1961 coding instructions, his father’s race would be listed as “Other Non-White” and “African” would be struck out?

I can not honestly say how it absolutely would have been done. However, if you take into consideration the instructions in the federal manual, and keep in mind that there were also detailed instructions in the local level manual, any anomaly would have been brought to the attention of the supervisor/deputy registrar to decide upon.

I imagine the DOH could/would have contacted the parents directly for clarification in a particularly unique case, such as listing the fathers race as the name of a Continent. There were/are plenty of whites in Africa, so it seems likely that the question would have been raised. Especially considering that the DOH had strict guidelines to follow.

Would they have made a special exemption for Stanley Ann to allow the use of “African” on her childs BC? In my personal opinion (after dealing with plenty of county clerk types) they would not have allowed it. It would have been changed to the standard of the time, negro.

There might be a possibility of it being CODED “other” or “unknown” (local level) but only IF Stan Ann did convince the DOH to make the exemption to allow for the use of African.

My personal opinion is that the word never appeared on the fathers race field, not if obama was indeed born in the US.
