WATE: Authorities are investigating after a security guard was fired upon at the Watts Bar Nuclear Power Plant. It happened around 2 a.m. today on the TVA property near the Tennessee River about a quarter mile from the plant's protected area. Officials say the security officer was patrolling the area when he was shot at, he returned fire and was uninjured. The shooting lead the Watts Bar plant staff to declare an unusual event, which is the lowest of the Nuclear Regulatory Commission's four emergency classifications. The FBI will also be sending a team. A suspect has not been found.

Sorry, meant to say it was planned in advance. Misspoke and didn’t mean to mislead.
After 9/11 most TVA power plants beefed up security. TVA at one point had it's own security force which were certified officers. IIRC a bunch of them got axed a few years back.
A TVA Officer did catch some foreign nationals looking around Norris Dam at about 3:00 am right after 9/11. The NCIC checks system's computer was down but he till took their ID and plates number. When the files came up their VISA's were expired and were arrested that afternoon at a local mall.
Ten years ago I'd see plenty of TVA security vehicles in my area. Today I don't even see them that often around the dams.
