Don’t know how relevant this is, but Delaware is a rather odd duck when it comes to County level authority. I was born and raised in Newcastle County (the northernmost) and can never once recall seeing anything like a Sheriff’s deputy: only State Troopers.
Delaware is a small state, but it’s three individual counties are so big it makes the notion of “local” law enforcement largely irrelevant.
Not saying this isn’t something nefarious, but it seems to me taking the “arrest authority” from County level guys *might* be roughly analogous to Sarah Palin taking the same authority from the old pre-statehood Alaska militia.
