First off is you Ban Lobbyist in DC Then you do base line budgeting. Start with the 2008 budget and cut 10-15%. Eliminate the Federal Employees that Zero hired. Close the border pass law that no one can get Federal Aid unless they are a United States Citizen. That is a good start!
