It HAS been clarified. The WKA decision is clear, which is why every case that has gone to judgment cited it and decided that anyone born in the USA is a NBC.
I think the only question that has never been clarified by the courts is if a person born abroad to two citizen parents is a NBC. State courts have said yes, but the Supreme Court hasn’t faced a case like that.
Wong Kim Ark was determined to be a citizen. Period. There has been no USSC case that determined anyone born in the US to be natural born.
Either you're just making stuff up, or you want to trot out that strange, self-negating Ankheny case from a state court in Indiana, I take it? This warrants your use of the words "every case" as if there have been many all across the country, rather than one highly politicized, controversial case in a single state court?

Wong Kim Ark does not use the term "NBC." Therefore it does not decide "NBC." (It wouldn't decide it anyway. Courts may not redefine existing constitutional terms. )
