FOUO (For Official Use Only) is, technically, not classified information, i.e. not Top Secret, Secret or Confidential. It must be safeguarded but it is not considered to be “damaging to national security” if it is released to unauthorized persons.
The same might be said about your tax returns or other government information about you .... “not considered to be “damaging to national security” if it is released to unauthorized persons.” That is not the point .... the information was released and not according to the correct protocol. Additionally, that was the one time they were caught ..... how many times were they not caught?
OBTW the highest classification is NEED TO KNOW. This has nothing to do with National Security,I think you are confusing the Federal Government
classifications and the State of Texas classifications.
It has everything to do with POLITICS
Does the State of Texas maintain data classified “Top Secret” or “Secret”?
It may well be that in the US military it is how you stated, but I suspect that the State of Texas is not the same.
