Kenya under colonial UK administration was not like HI where a family can walk in with an affidavit and an MD exam of a baby and obtain a US citizenship-validating BC.
In my reading of the 1948 BNA, IIRC, foreign births to UK subjects had to be reported to the UK consulate in the country of the birth. A key fact is that only legitimate foreign births transmitted UK citizenship and in the BNA records, BHO Sr. had only one wife in Kenya that he married in 1954.
My take is that only a baby born in Kenya would be deemed a UK subject entitled to being recorded in the BNA record of Kenya in 1961 with or without a legitimate father named on the BC.
Logic seems to dictate that if BHO Sr. never left HI after 1959 until the birth of the baby, the mother of the baby had to go to Kenya. The only mother the FOIA INS docs ID'd as pregnant by BHO Sr. in 1961 and missing on the record from HI was Stanley Ann. On the record there is no other mom for Barry.
