That is an ignorant statement.

Not voting for Romney means you are not voting for Romney and that is all it means. Just like not voting for BHO means you are not voting BHO and that is all it means.

I dispute your rule, but let's accept it for the moment. Was it true, then, that in 2008 refusing to vote for McCain was *not* a vote for Obama, since he was not an incumbent?
