Well it's not really a matter of whether Obama tans at all. It's a matter of his abdomen looking as Caucasian as a white person's in that one famous pic where he's carrying his snorkel. How could his natural state be that white if his father was as dark as Obama Sr.? Genetically that is not the way it works...though of course he could be a mutant.
