Tom as a president, can you describe a means of doing this within the confines of the Constitution.

It's pretty simple.

In Roe v. Wade, even Blackmun admitted that if the "fetus" is a person "of course" they are protected by the explicit, imperative provisions of our Constitution.

"No person shall be deprived of life without due process of law."

"No State shall deprive any person of life without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws."

Since it is self-evident that they are persons, my first act after taking the oath would be to issue a presidential finding to that effect. Then I would instruct all officers under my authority to immediately begin acting accordingly, in strict compliance with the Supreme Law of the Land and their sacred oaths to support it.
