Hawaii does not want to be on record confirming Obummer was born there, coz’ they know he was not, and once they put it formally in writing, they know there will be consequences once he’s out of office and there is a reckoning.
This is exactly what I think. I think they believe that his document will be produced some day, and if it is not absolutely conclusive that he was actually born in Hawaii, people will say "Ah HA! You've been intentionally misleading us all this time. You people (Hawaiian DOH) are LIARS!
Also there may be perjury charges, though I think their defense will be "what they did was legal."
I have said this from the beginning. State privacy laws cannot be allowed to trump a REQUIREMENT of Constitutional LAW! One would think that we wouldn't have to create a Federal law just to cover this obvious principle.
