It is not evidence.
But it is evidence of evidence if you believe that Obama was born in Kenya and brought back to the United States.
If you believe that Obama was born in Hawaii and that all his records were lost or sealed, then it is evidence that only one infant from Kenya came to the United States in 1961 and registered for statury citizenship.
So there was one child from Kenya who came to the United States and requested statury citizenship in 1961. Who was that child? Can the federal government go back in its records and tell us the name on that certificate of citizenship?
Requests for citizenship cannot be hidden behind privacy, right? Are we going to have secret citizens now? If not, then there is no reason that I can think of for the government to not find the record in the archives for this one child and tell us what the name on the record is.
